Valves controls the flow of fuel vapour in the combustion chamber and the flow of exhaust gasses leaving the engine. faulty or dirty valves may stick & can develop pits, cracks, & grooves that can cause the engine to loose power and fuel efficiency.
if you are having problems with your engine or you just want to do an overall valve maintainance, go with the steps below..
HOW TO REMOVE SMALL ENGINES VALVES FOR INSPECTION
in order to properly inspect your valve, you have to remove them....
 NOTE: wear saftey eye wears when removing your valve...
STEP 1: remove the spark plug and secure the spark plug lead away from the spark plug.
STEP 2: remove air cleaner assembly, fuel tank , oil fill tube, blower housing, carburetor and any other engine parts that blocks access to the cylinder head
 STEP 3: remove muffler/exhaust from the cylinder, cranck case breather and any other that blocks access to valve chamber
STEP 4: open cylinder cover

STEP 5: loosen cylinder bolts, label them if necessary to help with proper re-installation since some of the bolts  vary in size..
STEP 6: press valve springs down and remove spring retainer, then valve cap. remove valve. carry out the same step for the second valve also, IN engines the exhaust valve has a deep key and a small cap on it. some valves may be stuck due to distortion of the stem, i'd suggest you use force to pull it out but be careful not to injure the cylinder head or you could just grind the valve in the cylinder..
STEP 7: after removing valves soak cylinder and valves in gasoline to soften carbon deposits on them for about ten minutes the brush of carbons
NOTE: there's an arm that holds the governor spring. it is located ontop the engine block, one part is bolted ontop the cylinder head. do not tamper with spring for you could ruin the governors speed balance. slack the bolt that holds the arm to the engine block then loosen the one on the cylinder head, move the arm upwards to get space to your cylinder..
HOW TO GRIND YOUR VALVES

i'd suggest you get an abro grinding paste. open the coarse end for old valves and fine end for new valves..apply on valve face do the same for each valves, insert them into the valve guide in the cylinder, i use a plier to hold the valve stem and spin the valve back and forth. do the same for each valve. if you have a lapping tool suction cup, wet the end and place it on the valve head and spin the valve back and forth between your hands..
clean valves and wash every trace of grinding paste from cylinder..clean the piston head a little but not with force.do it gently.
couple back valves, tighten your cylinder head back to engine block and the rest components..
